How the Petrol Price Is Decided in Pakistan

OGRA works out the price of petrol and diesel from what it costs to bring fuel into Pakistan, and the government adds its taxes. Since July 2026 this is done every day. These are the parts that make up the price of one litre:

When world oil prices fall or the rupee gets stronger, petrol usually gets cheaper; when the levy is raised or the rupee weakens, it goes up. The dollar rate also moves the gold rate in Pakistan, which is why both often change on the same day.

Yes. OGRA sets one official price for the whole country. Transport cost is shared equally through the Inland Freight Equalisation Margin (IFEM), so petrol in Karachi, Lahore, Islamabad, Multan, Peshawar and Quetta has the same official rate per litre. See the city-wise petrol price table above.

Who decides the petrol price in Pakistan?

The Oil and Gas Regulatory Authority (OGRA) calculates the price, and the federal government decides the taxes and levies. The main inputs are the international (Platts) price of petrol, the US dollar to Pakistani rupee rate, the petroleum levy, customs duty and the margins of oil companies and petrol pump dealers.

Why did the petrol price change today?

A new petrol price usually comes from one of three things: a move in world oil prices, a change in the dollar rate in Pakistan, or a change in the petroleum levy or other taxes. When oil gets cheaper or the rupee gets stronger, petrol usually becomes cheaper.

What is the difference between petrol (super) and Hi-Octane?

Petrol (super, RON 92) is the regular fuel whose price is set by OGRA. Hi-Octane (HOBC, RON 97) is a premium fuel for high-performance cars; its price is not regulated, so each oil company sets its own and it is normally much higher than super petrol.
